The APS will work with engineers and specialists to develop or maintain Windows or web applications/systems that support ECARS staff and its clients. DDSS staff are responsible for developing and maintaining Windows and/or web based data systems that support ECARS programs for new vehicle certification, in-use compliance, aftermarket parts, warranty, and vehicle testing performed at the Haagen-Smit Laboratory. The section provides access to data collected by these systems to various clients within the agency for analysis, program evaluation, enforcement and planning. The section provides data analytics to clients within ECARS by designing systems that help: identify engine familes failing in-use emission standards, identify engine families with high warranty claims on emission related components, collecting, displaying and processing data from manufacturers requesting vehicle certification. The section also provides data services by analyzing systems, designing or modifying data retrieval systems, and programming in support of regulatory changes to the aforementioned ECARS programs. Staff are responsible for verifying emissions data, querying data for our cleints, and ensuring data quality and consistency within ECARS databases. Under the supervision of the DDSS manager or lead staff, the incumbent’s duties may include: working with engineering and specialist staff to learn business processes and rules governing vehicle testing, certification, and emission compliance programs; using principles of systems analysis to define the regulatory program’s data requirement needs; documenting business processes; designing methods for data collection; validating data to show compliance with requirements; analyzing data based on established business processes; and designing database storage and retrieval systems for displaying the data. This position requires knowledge of project administration, systems administration, database design, and applications development. In addition, the incumbent should provide basic system administration and maintenance for existing systems; apply scientific principles in troubleshooting system failures; design and perform acceptance testing of applications (with client participation, if appropriate); and represent the Air Resources Board in workshops related to implementing new applications that have been developed to address specific business processes.
