The instructions for the Main class say "provide a menu system that allows the user to take the quiz", does this mean that the user should be able to answer the questions in the order they want or simply that the user can refuse to take the quiz before it begins?

You can have something like option 1 take quiz option 2 grade quiz option 3 exit program....something like that.
