Advisement features planed for this semester are done:

. Added study plan approval function.

. Added a "course requirement satisfied" field, and changed the UI for setting and displaying "prereq met" and "requirement satisfied".

. Fixed a couple of problems in counting completed units in a program block.

. Implemented grade import (need more testing).

Some other changes:

. Allow recreating a course journal that is not submitted or approved.

. Changed all tables under the Department menu from using the viewtable class to using the general2 class; made most of them sortable too.

. Update tsv for section search when an instructor is removed from a section.

. Expanded project search to include not only title and description, but also sponsor, students, advisors, and liaisons.
