one of the answers to a question can be selected as the correct answer for the question.

do we decide this on number of maximum upvotes an answer has or by some admin role who makes this decision?

In stack overflow it is decided by the number of votes per question, because for 1000 of questions the admin will not change or set the answer priority, as per my thinking

I believe on StackOverflow the correct answer is selected by the user who asked the question, which is not necessarily the answer with the most up votes.
