1. Will swapping(re-ordering) stages means that all the cells in stages row will also get swapped (re-ordered) or they will now get associated with the new swapped stages?

2. Similarly swapping of runways mean that all the cells in the two columns are also swapped or will they be associated with the new runaway?

3. Dragging checkpoints only mean that new checkpoints will be created in database and will be associated  with the stage and runaway that its being dropped at, and deleted from old position?

It will be more helpful and  easy to understand if explained using images.

1 and 2: yes, the whole rows/columns are reordered, not just the headers.

3. Not sure what you are asking here. Reordering doesn't create or delete anything - it's just reordering. If you are talking about how to implement it, it's up to you.
