No. My guess is that in your implementation you don't distinguish between published and unpublished department plans, and in that case you can consider the second point to be "everyone can view department plans, but only administrators can create/edit department plans".

2. No. My guess is that in your implementation you don't distinguish between published and unpublished department plans, and in that case you can consider the second point to be "everyone can view department plans, but only administrators can create/edit department plans".
