** An advisor can select a student from the search results and view the student's flight plan. An advisor can also check/uncheck checkpoints on a student's plan.

 When advisor will check/uncheck checkpoints, it means advisor doing it on the behalf of student so we need to save that checkpoint in DB for the search user right?

** Students can only access their own plans; advisors can access everybody's plan.

Isn't advisor search the user then he also accessing the plan i think it is same think what we have to do in search.

One department will be having only one plan Student can view only it's own department plan, but student can not view other department publish plan.

Adviosr can view only published plan for all the deparments.

Adminstraor can view all the plans for all the deparments.
