When I make a mistake on an answer for an online quiz question I change the answer and regrade. But I want to give students who had the originally marked correct answer credit as well. So I'd like to lock their scores.

When you say "lock the scores", do you mean lock all the submission scores of an assignment or lock individual submission scores? If it's the former, then regrade won't change anything; if it's the latter, you have to manually lock each score, in which case you might as well change the score directly.
