If I save a single game different number of times, do I need to save the game at every different save point or the last save point for the single game.

Good question. Usually video games allow multiple save points for a game, but a game of TicTacToe is so short that multiple save points seem quite unnecessary. So either way is fine; you can choose whichever one you think is easier to implement.
