I've successfully sent emails using the core CSNS2 utilities/models but those same utilities don't seem to support email with an HTML mimetype for hyperlink support (correct me if I'm wrong!).

Does the hyperlink in the email need to be an actual html link?

The hyperlink in the email doesn't have to be an <a href>. With that said, you can certainly send an HTML email by creating the email content in HTML format instead of plain text.
