Will we lose points if the format does not exactly match that of the homework description for example my "Post a Question" link on the opening page is in the bottom row of the table rather than after the table? Or should I go through and make sure everything matches exactly?

I can't say for sure, but try to match the format as closely to the example.  The only thing I know which is A MUST is the tab that says POST TIME.  It has to follow that pattern.  Let the professor tell you the full story though.

You don't have to implement the same UI shown in the homework description unless it specifically asks you to (like the Post Time format mentioned by VANQUISH39). Note that your UI does need to provide the same functionality as the one shown in the homework.
