A minor can be added depending on your interests. Math/Information Technology/CISCO certificate could be useful. You can decide on them while attaining junior status.

So we cannot add a minor until we're a junior?

It only implies that you do not have to declare a minor ahead of time. However if you have decided on a minor, you should get advising from the program advisor and plan out completing the requirements.

So we can start taking the required classes for the minor if we've declared it ahead of time?

Yes. You can start taking the required courses for the minor along with the courses for the major

Well I'm a full-time student with 17 units and I'm considering to minor in animation/graphic design. If I were to declare a minor now for next quarter and take the required classes, wouldn't I be beyond 18 units? That's if I'm planning to take 17 units again next quarter (for my major).

Declaring a minor does not mean that you have to take classes for the minor every quarter. Spread your load and you have to finish the minor before completing the major.
