It depends on the school you are transferring to. If you were transferring to CSULA, I would evaluate your transcripts of courses taken elsewhere.

Before it is time to register for next quarter classes. It is always better to have a tentative plan to graduation and adjust accordingly every quarter

There is no deadline. Once you decided to pursue a different major, you should switch to the new major.
