A wiki can be used for many things, not just for sharing information with everybody. For example, I may want to create a page for a homework assignment, and I may want to use a password to protect it so only people who know the password can view/edit it.

Yes.

      Can this task can be done by the general public or only CSNS users?

Only CSNS users. Reverting a page is considered editing.
