Alright, the question states like this:

similarity(Pi,Pj)=1 if i=j, and similarity(Pi,Pj)=0 if i!=j.

So, I thought that means that we don't need to compute the similarity between the two pages using the similarity measurement of the paper? In which, the consider the depth of the page and assigning weight?
